1. Select the Pen Tool

From the top menu, choose the Pen tool. This will automatically open the terrain painting options.

2. Choose Your Brush and Tile

Select a brush size and the type of tile you want to paint. Then, simply click on any available tiles on your map to apply the selected tile.
